Job purpose

The Cost Estimator will generate and manage estimates required for pre-construction and bidding efforts. The Cost Estimator provides estimates, budget control, bid coverage and procurement projects and potential projects during pre-construction and construction phases of a project and across all scopes, systems, and assemblies. Estimates vary from conceptual to lump sum bids. Ability to complete full quantity take-offs to support accurate estimates for all disciplines in commercial projects including, but not limited to civil and site work, structural, concrete, envelope, finishes, mechanical, and electrical. A complete understanding of the interrelationship of the cost of labor, material, equipment, and productivity in the unit costs used at each level of an estimate is expected. Not a Remote position, Onsite Only.

Duties and responsibilities

Essential Functions:

  • Scope of work-Reviews construction documents and understands scope of work. Develop project specific trade scopes. Knowledge of rules and regulations for Authority Having Jurisdiction (AHJ).
  • Prepare bids including perform quantity take offs based on a variety of information including multi-discipline plans and specifications (civil, architectural, structural, mechanical HVAC, plumbing, and electrical), progress drawings, conceptual sketches, change order revisions, addenda and design narratives.
  • Develop budget estimates using plans and specifications, or other conceptual information.
  • Review project plans and specifications and coordinate with the team to confirm complete scope of work.
  • Identify risk issues and their order of magnitude.
  • Solicit subcontractors, specialty subcontractors, vendors, and equipment suppliers’ information and pricing.
  • Work with multi-discipline design-build teams.
  • Communication -Manage communications with design team, subcontractors, and in-house staff.
  • Obtains cost proposals from subcontractors. Informs the immediate supervisor of any observed inaccuracies or omissions in quoted items or computer database.
  • Maintain and communicate data on construction and material cost trends affecting project costs.
  • Preparation of Cost Analysis-Prepares cost analysis in computer by outlining material, labor, equipment, subcontractor and overhead costs incurred in the installation of items and organizing them on company server.
  • Analyze alternate means and methods to determine the most economical alternative solutions,
  • Review and identify constructability issues with operations staff.
  • Bid Process Leadership-Lead project estimate process. Oversight of trade bid list and coverage. Complete final bid for review with Director of Estimating.
  • Prepare instructions to bidders, bid forms and other bid solicitation information as required.
  • Presentations-Prepare estimate presentations, special studies, budget control reports and estimating documents for projects and client presentations.
  • Perform the quantity survey and pricing effort for internal budgets.
  • Estimating- Where predetermined standard(s) are not available, makes an estimate.
  • Resource Development and Maintenance-Develops and maintains resource information on products, vendors, subcontractors, government requirements, etc.
  • Attend departmental meetings as required.
  • Supervision- Supervises support staff and provides mentoring/training to ensure progress growth of skill set in Estimating.
  • Travel for meetings with clients and/or subcontractors.
  • Attend project or construction walk downs to develop, verify, or scope task
  • Analysis-Analyzes architectural blueprints. Understanding GC’s, GR’s and project specific requirements. Edit/amend trade specific boiler plate template scopes.
  • Knowledgeable and able to operate computer programs including RS Means, Adobe Acrobat, Microsoft Excel & Word.

Qualifications

  • May be required to obtain US Government Secret Security Clearance
  • Bachelor’s degree in construction management architecture, engineering or equivalent.
  • 5 years’ experience with the bid process, working on estimates including conceptual, ground up and major projects.
  • Knowledge of construction scheduling, cost loaded schedules, and schedule of values
  • Experience with RS Means software is required.
  • Strong interpersonal and communication skills are needed with understanding of fundamentals in estimating and project controls.
  • Ability to breakdown construction operations into a logical sequence of activities
  • Mastery of super structure, site and MEP trades, and AHJ.
  • Proficiency in Microsoft Office and applicable estimating software

  • Must provide examples of preconstruction projects.
  • Must provide examples of successful competitive bids.
  • Ability to effectively execute in a high demand environment
  • Ability to multi-task and work independently, and have a sharp attention to detail
  • Ability to put together a professional presentation

Working conditions

  • Working conditions typically are within an office environment.
  • Overtime may be required to meet project deadlines.
  • Maybe sitting or standing for extended periods of time.
  • May work temporarily in an outdoor environment.
  • May be required to traverse program sites unaided which may include ladders, stairs, disturbed earth, trenches and uneven walking surfaces.
  • May also include entrance into confined areas, elevated surfaces
  • May include working in extreme weather conditions.
  • Some travel may be required for the purpose of meeting with clients, stakeholders, or offsite personnel and management.

Shift: Typically, M-F Between 6am to 5pm, May require weekends, nights and holidays
