8-koi is currently pursuing an opportunity that would support NAWCTSD in the Acquisition and Management of Navy Training Services, in Orlando, FL.  This contract will provide support to overarching programs including; Aviation Platforms, Sea Platforms, Undersea Platforms, Schools, Research as well as other programs that fall under NAWCTSD Program Directorates or Competencies.

We are currently targeting an award date in late 2019 with Contract Transition to begin in early 2020.  As is typical in the Government Contracts Arena, Incumbent (current) employees that fit the skill set and compensation metrics, with a successful performance record will be given first right of refusal to retain employment on this contract while new applicants will be considered for all position on an as needed basis.

Interoperability Engineering Support:

The 8-koi team will support the acquisition of interoperable distributed mission training systems by performing the following work:

a. Provide technical oversight of interoperable simulation system design, development, analysis, and test and evaluation for training systems.

b. Perform preliminary engineering analysis to define simulation system requirements to meet the stated training task. This function includes providing CSS for training system and training requirements issues.

c. Define preliminary design trade-offs to provide the optimum balance of performance and cost. Establish criteria by which the optimum is judged.

d. Prepare inputs to engineering specifications and SOW inputs for interoperable training systems design.

e. Ensure the application of sound principles of human factors and human-machine interface design to the simulation system design.

f. Evaluate training system contractor’s proposed interoperability designs relative to their technical risk and ability to meet the stated performance requirements and training objectives and for compliance with contract technical requirements.

g. Evaluate training system contractor’s test plans and detailed test procedures to determine that tests adequately verify performance to interoperability specification requirements.

h. Advise training system project engineer, project manager, and integrated project team members concerning interoperability design alternatives related to DoD training systems, simulation modeling, Distributed Interactive Simulation (DIS), or High Level Architecture (HLA).

i. Test and evaluate the training system to establish compliance with contract technical requirements for distributed mission training interoperability.

j. Determine remedial actions required to achieve required levels of performance for the interoperable training system.

k. Provide support to the system acquisition team in solving problems that arise in applying distributed training interoperability to the training situation.

l. Provide consultation and engineering analysis services to support Government planning for future interoperable training systems. Provide specific recommendations on technical approach based on extrapolations of future capabilities in distributed training interoperability. Identify training system deficiencies due to inadequate distributed mission training technologies.

m. Maintain technological base in state-of-the-art distributed training interoperability threat systems, synthetic natural environments, brief/debrief, managing distributed training systems, and ensure application of the best technology to Government training systems.

n. Identify current and/or future training systems interoperability and modeling and simulation technology deficiencies.

o. Perform systems interoperability analyses and evaluation of current and state-of-the-art distributed mission training modeling and simulation systems.

p. Serve as an interoperability engineer to design, develop, implement and document modeling and simulation Live, Virtual, and Constructive systems, research efforts and related processes.

q. Specify and assist the government in procuring new hardware and/or software systems required for Live, Virtual, and Constructive projects.
