Job purpose

To provide assistance providing support to the NAVWAR 2.5 contract staff, PMOs, and DPEO-CA with acquisition and acquisition documentation support, contract policy support, and source selection documentation support. All tasks identified in the following subsections shall be performed by both the Level I and Level II CSS personnel, with the only difference being the level of independence, and the complexity of work output expected.

Duties and responsibilities

The Contractor shall provide support in the execution of various ongoing mission support activities. Typical tasking will include management and oversight of schedules including travel management; coordination and read-ahead package preparation of program and management briefs including compilation and analysis as required to prepare Government personnel for meetings; and, management and coordination of PMO and DPEO-CA program events. Other duties include assistance with contract and portfolio level financial analysis, quality assurance reviews for pre-solicitation packages, briefings, documents, spreadsheets, and administrative support. The Contractor shall provide general contract and acquisition and contracts related support to include, but not limited to, the following areas:

  • Establish and maintain order files and backup documentation in electronic form.
  • Generate reports and attend and participate in meetings including: Integrated Product Teams (IPTs), Government In-Process Reviews (IPRs), and other program and technical meetings as necessary. The Contractor shall also facilitate or lead the meetings and working groups when requested by the Government.
  • Take meeting minutes as assigned by the meeting planner. The meeting minutes shall be typed in the proper format and distributed to appropriate personnel within the schedule established by the requestor.
  • Coordinate meetings, draft agendas, and assist in setup and operation of Video Teleconferencing (VTC) equipment and other audio-visual equipment.
  • Assist in the development, review and/or revision of Department of Defense (DoD) and DON acquisition related documentation, assisting the PMO and DPEO-CA in developing and compiling all documentation to produce a contracts requirements package and submit the package to the Government representative for validation and approval.
  • Create, update and maintain all contract documentation and publications, to include contract User Guides and facilitate the approval of documents IAW federal, DoD, DON and local review and approval policy thresholds.
  • Ensure acquisition documentation files are complete, properly audited, and closed out.
  • Provide the PCO with formatted reports and queries necessary for PCO management of contract minimum status.
  • Ensure phone coverage, and forward phone, if necessary, to alternates, take messages and coordinate or provide assistance to external personnel or team members that call.
  • Make hard copies of documents, briefings, and other materials as required.
  • Assist the Government contracts personnel as required to complete assigned efforts and tasks.
  • Coordination and read-ahead package preparation of program and management briefs including compilation and analysis as required to prepare Government personnel for meetings.
  • Assist with contract and portfolio level financial analysis, quality assurance reviews for pre-solicitation packages, briefings, documents, spreadsheets, and administrative support.

The contractor shall provide necessary and timely assistance to meet current and emergent requirements as requested by PMO and DPEO-CA personnel. The Contractor shall provide acquisition and contract related research, analysis, guidance and recommendations to include, but not limited to the following areas:

  • Provide analysis to the Government in requirements generation, and contract and delivery order processing support for formal negotiated contract acquisitions to PEO and supported Program Managers and project offices with respect to new acquisitions and ongoing contract actions.
  • Conduct research and investigate alternative procurement solutions to devise feasible acquisition solutions.
  • Research and provide information regarding regulations, policies, and contract related best practices and prepare and present verbal and written synopses of these findings to the PCO and other cognizant Government personnel.
  • Conduct relevant PMO and DPEO-CA requirement-related studies and review current contractual trends and analyses leading to recommended acquisition process improvement.
  • Research and review acquisition/program management related regulations and policies in the acquisition processes for development and processing of documents.
  • Provide Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and Navy Marine Corps Acquisition Regulation Supplement (NMCARS) subject matter expertise.
  • Assist in the conducting of market research and identifying potential industry sources and contract vehicles that may be used to fulfill requirements. Develop requests for information and sources sought notifications and gather, organize and analyze results.
  • Provide administrative and technical expertise and recommendations to support the program offices in the preparation, revision and review of contracting briefing materials, and demonstrations.
  • Provide analysis to the Government in requirements generation, and contract and delivery order processing support for formal negotiated contract acquisitions to PEO and supported Program Managers and project offices with respect to new acquisitions and ongoing contract actions.
  • Conduct pre and post award cost and price analysis and provide detailed evidence to support findings.
  • Assist with preparing and processing contract modifications, change orders, and Equipment/Engineering Change Proposal actions
  • Track deliveries, invoices and payments.
  • Assist with award fee/incentive fee monitoring, tracking and administration
  • Coordinate with contract support organizations to accomplish assigned duties
  • Maintain contract files, COR Contract Surveillance Reports, and Contract Data Requirements Lists (CDRLs).
  • Track contract/acquisition documentation (including version control and workflow), track action items, and track milestones via a project calendar.
  • Collect and analyze contract-related metrics. The source data will be derived from various databases and formatted, as defined for each deliverable, to effectively support contracting processes and strategies.
  • Review of contract deliverables to ensure they are compliant and complete
  • Perform activities in support of contract closeouts, to include tracking submission of and preparation of acceptance documents.
  • Support developing, collecting, analyzing, and preparing metrics data to assist the Government with PEO/PMO enterprise contract planning and actions.
  • Maintain an electronic contract file which conforms all contract modifications, task orders, and other awards for the PCO.
  • Performing activities in support of contract closeouts, to include tracking submission and preparation of acceptance documents.

Qualifications

  • Must be able to obtain and maintain DoD Secret Security Clearance
  • Shall possess a Bachelor’s degree from an accredited college or university.
  • Possess a minimum of ten (10) years of demonstrated experience in DoD Contracts Management.
  • CFCM or DAWIA CON Level III or Equivalent.
  • Works independently and work tasks/products satisfy customer objectives.
  • Communication skills well-organized, and effective: allows for exchange of information to keep customer informed.
  • Develops, recommends, and implements solutions to diverse problems across multiple areas, and disciplines.
  • Takes initiative to address concerns in timely manner to promote understanding and resolve issues.

Working conditions

Working conditions are within a normal office environment.

Physical requirements

Normal office environment mobility; sitting, walking, bending, stooping, standing, lifting a maximum of 25 pounds (greater than 25 pounds requires a two-person lift), turning, pushing. Normal office dexterity, to include; reaching, handling, grasping, to include typing/keyboard, and phone use.
